What is the LAA?

LAA stands for Local Area Agreement.

Every upper tier authority signed an LAA with Central Government in June 2008, so Derbyshire has 2 LAAs, one for the city and one for the county.

Local Area Agreements give a local authority (and all it's partners such as the Police, the PCT, the JobCentre, the Fire Authority etc.) greater control to decide what priorities are locally and to deliver against them.

They also attempt to reduce the reporting burden on Local Authorities by reducing the numbers of targets they report on.

Local Strategic Partnerships were given a list of 198 National Indicators, targets which central government believe most closely reflect the priorities of the UK as a whole. The Derbyshore Partnership Forum were asked to choose the 35 which most closely reflect our priorities in the county. You can download a list of these 35 from this link

How does the money work?

Central government have placed a statutory duty on all public sector agencies to work together better. They must align their budgets with the LAA. This means that when allocating budgets, either internally to departments or externally (to private sector or VCS contracts and grants) they MUST have regard to how this will support delivery of the LAA.

Government has also freed up funding to Local Authorities so that they can transfer it between departments. For example, previously, if a grant came from the Department for Transport, it must be spent on road mending. Now this money can be transferred to Adult Care, if the partnership feels that this will better help to achieve LAA targets. This is called the Area Based Grant.
